Retargeting using piwik? (no replies)

Hi
I'm a new user and as such have not researched all Piwik's functionality.

I have a couple of simple questions.

1. Can piwik set a retargeting pixel to complement campaign tracking? (Ref. .http://en.wikipedia.org/wiki/Behavioral_retargeting )
2. Does piwik set cookies on visitor browsers (that I could re purpose for retargeting) or is it mainly logging based analytics?
