No permission when include visit ip '>=' in the http api and in UI (no replies)

I can run the API query without visitor ip >= 10.x.x.x but when i include the symbols > or <.

The following error will be shown:

Forbidden

You don't have permission to access /iw/piwik/index.php on this server.

Anyone has faced this problem before and get the solution?
